About Doreen

State Representative Doreen Carter is a proven leader, financial expert, and advocate for economic equity who has dedicated her life to public service, faith, and financial empowerment. A lifelong Georgian and proud resident of Lithonia, Rep. Carter currently serves in the Georgia House of Representatives, representing House District 93—which includes portions of DeKalb, Rockdale, and Gwinnett counties.


Now in her 10th year of service under the Gold Dome, Rep. Carter serves as Vice Chair of the Georgia Legislative Black Caucus and sits on several House Committees, including Education, Small Business Development, Economic Development & Tourism, Agriculture & Consumer Affairs, and Code Revision. She is widely recognized for her advocacy in education, workforce development, and small business growth, with a strong record of pushing for policies that support working families, improve access to healthcare, and expand economic opportunity.
 

Before entering the legislature, Rep. Carter served on the Lithonia City Council, where she led budget reform and transportation initiatives. Her deep roots in financial management span more than 25 years, including senior leadership roles as Controller and Chief Financial Officer (CFO) in nonprofit and healthcare organizations. She currently serves as Controller for a Georgia-based nonprofit organization.
 

Rep. Carter is the founder of the Wealth & Wisdom Resource Group, a platform designed to promote financial literacy, business development, and generational wealth—particularly in underserved communities. She is also the visionary behind the One Eleven Financial Freedom Experience, a 111-day transformational journey that empowers individuals to take control of their finances using Biblical principles and practical tools. She is the author of The Mis-Education of the Christian on Money and Giving, which challenges conventional teachings on stewardship and giving through a faith-based lens.
 

Her leadership and advocacy have been recognized by numerous organizations. She is a recipient of the Black History Leadership Award from Color of Change and has been honored by the National Education Association (NEA) as a trusted ally and advocate for public schools. In 2025, she was selected as a Henry Toll Fellow by the Council of State Governments, one of the nation’s premier leadership development programs. She is also a graduate of Leadership DeKalb, the Atlanta Regional Commission’s Regional Leadership Institute (RLI), and holds the distinguished title of Kentucky Colonel, the highest honor awarded by the Commonwealth of Kentucky.

Rep. Carter holds a Bachelor’s in Accounting, a Master of Business Administration (MBA), a Master of Arts in Theology, and a Doctorate in Christian Business Administration. She is a widow and the proud mother of three sons.
